We, the undersigned bloodlines, lineages, and governing bodies of the magical world, having endured ages of conflict born of fear, misunderstanding, and the unchecked ambitions of those who came before us, do hereby establish and bind ourselves to this Covenant, that our descendants may inherit not the wounds of our wars but the framework of our peace.

It is recognized by all signatories that magic is not a right of conquest. That power of bloodline does not confer authority over those of different blood. That the preservation of any single lineage at the expense of others is an act of war by another name. That coexistence, though it demands sacrifice from all, demands extinction from none.

The Concordat does not demand love between its signatories. It demands only law. Where there is no love, let there be structure. Where there is no trust, let there be consequence. Where there is no peace, let there be at minimum the memory of what peace cost — and the understanding that the alternative cost more.

This treaty shall be held in perpetuity. It shall not expire. It shall not be superseded except by unanimous agreement of all living signatories or their designated successors. It shall be enforced by those appointed to enforce it, and by those institutions that have agreed, as part of their founding charter, to uphold it. Among those institutions, by virtue of its founding covenant with this body: Evermore Crown College.

Archive Note — Concordat Scholars
The phrase "those institutions that have agreed, as part of their founding charter, to uphold it" is one of the most contested clauses in the Preamble. Vanthorpe Academy has argued for three centuries that ECC's founding postdates the Concordat and therefore cannot be bound by the founding charter provision. This argument has been rejected at every Concordat review session. The records of Keoska's responses to these arguments are held in the restricted tier of the Archive.

Recorded Breach Events

Two Concordat Breaches have occurred in ECC's documented history. A Breach is defined as a period where the treaty's magical enforcement mechanisms failed and pre-Concordat hostilities resurged. Both were resolved. The full cost of each remains incompletely documented in any record accessible to the public.

The Concordat Seats

The Concordat is governed by a council of appointed seats representing major bloodline factions, institutional signatories, and independent arbiters. Seat holders serve variable terms and wield genuine legislative authority over magical conduct across all signatory territories.

The Archive

The physical repository of all Concordat documentation, housed on ECC's campus by agreement. Three tiers of access. Not all tiers are publicly acknowledged.

Tier One  ·  Open Access
The Public Record

The original treaty text, all formally ratified amendments, the roster of current seat holders, and the records of all public Concordat sessions. Available to any enrolled ECC student with a valid library pass. The Sovereign's Path curriculum is partially structured around these documents.

Tier Two  ·  Restricted Access
Institutional Records

Correspondence between seat holders, internal audit documents, the full Breach incident reports, and certain amendment proposals that were submitted but not ratified. Accessible to faculty, Concordat seat holders, and students enrolled in advanced Sovereign's Path seminars with faculty approval.

Tier Three  ·  No Known Access Protocol
The Sealed Chamber

A third section of the Archive exists. Its contents are not listed in any publicly available index. Access has never been formally described, denied, or confirmed in any document found in Tiers One or Two. Its existence is known because the building's architectural plans show a room for which no corresponding door has been located from the public side of the Archive.

The Archive Building

A low stone building adjacent to Gravenhold Hall. Older than the rest of that wing of campus by approximately three hundred years, which predates the wing it is adjacent to. It was here before the wing was built around it. Nobody has publicly explained the chronological discrepancy. The Archive's reading room has seventeen desks. They are always cold, regardless of season or heating system status.

The original Concordat ratification record including all signatures — the Tier One version is described by scholars as a "fair copy," implying an original exists elsewhere
All documentation pertaining to Selenic Hall's founding, status, and audit history — the Concordat's official position is that Selenic Hall is "in compliance." The documentation supporting this position has never been produced for review.
